Until still quite recently, governmental authorities and organizations simply implemented projects without any consideration of the people affected. In the meantime, however, explicit importance is being attached to the recognition that this way of proceeding results frequently in rejection of the project or even resistance on the part of affected people and groups. Stakeholders are the people who matter to a system. Stakeholder power analysis is a tool which helps understanding of how people affect policies and institutions, and how policies and institutions affect people. It is particularly useful in identifying the winners and losers and in highlighting the challenges that need to be faced to change behaviour, develop capabilities and tackle inequalities.

The Technical Note on Enhancing Stakeholder Participation outlines the reasons and scope for participation. Effective strategies for stakeholder participation must be based on good analysis of individuals, groups, and institutions with an interest in a project. The Technical Note states that stakeholder analysis is advisable for all projects.

La Note technique pour une meilleure participation des intervenants expose les raisons pour lesquelles une participation est nécessaire et dans quelle mesure elle l'est. Pour être efficaces, les stratégies établies à cet effet doivent être fondées sur une bonne analyse des personnes, groupes et institutions ayant un intérêt dans un projet. Il est dit dans la note technique qu'une analyse des intervenants est à conseiller pour tous les projets.

Extensive consultation within DFID, including workshops in London and Kathmandu, showed that many staff are convinced of the benefits of participatory approaches, but also aware of some of the pitfalls and constraints. Their experience is reflected in this Technical Note (TN), which synthesises our own existing best practice. It also draws on guidance and experience from other aid agencies, including bilateral donors, NGOs and the World Bank.
